Program Overview
Dr. Joe Nation, noted economist and leading expert in the field of public pension analysis/reform, will discuss the soon to be published report commissioned by SCCBC to explore the current data, implications of and strategies for dealing with the issue of unfunded pension and healthcare liabilities facing Santa Cruz County municipalities and selected special districts.
The lunch program will begin 11:45 AM and will conclude at 1:15. Electronic copies of the full report will be available to SCCBC members, the public and the press at the conclusion of the meeting. Space is limited, so reservations are required by October 14th.
Background of the Study
Earlier this year, SCCBC's Government Affairs Committee began a process of formally assessing the unique challenge facing our elected officials, government agencies, public sector employees and residents of the cities and county, due to pension funding shortfalls. Dr. Nation, who in addition to his consulting work holds a faculty position at Stanford University, has worked closely with SCCBC and local jurisdiction leadership to put together a comprehensive report looking into the current status of pension and healthcare liabilities facing Santa Cruz County, the steps the local jurisdictions have already taken to provide solutions for the future, and the areas in which additional measures can be taken to ensure a sound fiscal foundation going forward. According to SCCBC Executive Director Gary Merrill, “Throughout this process, our (SCCBC’s) aim has been to produce a report that is accurate, timely and useful as a tool in the budgetary and policy decision-making process throughout the County, cities and special districts.”
About Dr. Nation
Joe Nation is a Professor of the Practice of Public Policy at Stanford University. He directs the graduate student Practicum in public policy and teaches policy courses on climate change, health care, and California state issues. His current research is focused on public finance and public employee pensions. He is also a Principal at his own consulting firm, where his clients include RAND, PG&E, and others.
